Thanks! Yes, i could measure the voltage out of U35 is 0V with input 5V,
so, indeed it's the problem.

One sub problem is actually sourcing the Nuvoton part:

I see Nuvoton is a Taiwanese company; trying to get in touch with a local
supplier.
