[MinnowBoard] RTL8111 with Legacty BIOS

In case no one has mentioned this, PCI devices done have any fixed address, only a fixed connection point. If you were to add or subtract a pci device from the minnow , the addresses would ask change. The OS can also re enumerate the bus after the BIOS is done.
