Correct, that's likely the problem. There's no level shifters between
the pins and the chip itself, it won't really harm it to run it at 3.3v,
but what you are seeing is indicative that it's not working correctly
(and what I remember seeing when I tried it myself). You will either
need something like a Dediprog, or a SPI Hook that can run at 1.8v, or
level shift all of the pins from the DLP-USB1232H down to 1.8v for this
to work.
