I have a voltage regulator which has 1.8v (1.78v in digital meter) and it is given to the SPI flash header.

Are you doing 1.8v or 3.3v into the MAXes SPI flash header? The part is
setup (on the MAX) for 1.8v operation, so what you might be seeing is it
not operating correctly due to over voltage.
