[MinnowBoard] Outreachy application (Low Speed Lure Development project)

Good starting point on this is snag a cad program (Free version of
Eagle, KiCad, etc), and design up a simple PCB that has some power
connectors and an LED.  We can work on making things more complex
overtime from there, but just getting the tools up and running and
familiar with them is a reasonable place to start!
