[MinnowBoard] only one blue LED is switched ON

hello,

 i have used a power supply 5v 4A with minnowmax  board  but I have seen
that one blue LED is switched ON (power indicator) and another blue LED is
*not * switched ON and the board has not booted ???

what is the problem ???
