[MinnowBoard] Any boards with Atom x3 (SoFIA)?

I'm not sure if this is a good fit for MinnowBoard.org, but the Intel
Atom x3 (formerly SoFIA) looks interesting to me due to the low cost
and integrated cellular communications:

I think that might make an interesting Single Board Computer.  Anyone else?

Would compliance with FCC regulations make such a board impractical?
