[MinnowBoard] Minnowboard not booting

​Hi All,

I have a board in which the BIOS doesn't bootup when I switch it ON. ​
​Additionally, nothing comes through a serial debug cable. I see that one
blue LED is switched ON (power indicator) and another blue LED blinks
sporadically (not sure what this means).

Has anyone encountered this kind of problem before?
