[MinnowBoard] hdmi on minnow max

The Minnowboard A2 rev has a hardware issue with missing level shifters so
the HDMI output is not compliant, which is a problem for some monitors. I
had big problems with this which I could only resolve using an external
level shifter.
My understanding is that this level shifter is present in the Turbot design.
