[MinnowBoard] How do I know if there is power going to my Silverjaw lure?

On the MAX / Turbot, not in the "mainline" boards, as exposing them
would require us to re-work the high speed connector and would break
existing compatibility.  That's not to say that some 3rd party couldn't
do just that, just that we aren't planning on it.  The SoC (E38xx
series) has 4 x1 gen2 PCI-E lanes, we are using one of those for the
GbE, and one goes to the HSE.  This does leave 2 lanes (currently)
unused on the board.  If someone wanted to spin it there's some room to
do some pretty interesting things.
