Does anyone happen to know exactly what sort of fuse it is?

Why F1 can not be shorted as a regular fuse?. I know F1 was put there for a reason, but most switched power supplies have overcurrent protection, so connectiong a very havy load to the USB should only result in the power supply going off as protection.

As was suggested, the likely cause is a blown F1 (from what we've seen).
The fuse can be found on the top of the board near the USB connectors,
opposite side from the sd-card cage. It's a little blue thing with an
"N" on it. If you have a multimeter, you can check if there's any
voltage across the line while the board is on, to see if it's blown (and
something I'd recommend before considering an RMA or attempting to
repair it yourself).

Although it is possible to replace it with another 1.5A - 2A fuse of the
same size (it has to be soldered), be aware that doing so will void
your manufacturer's warranty.

If you've been able to confirm that F1 is in fact blown, I'd recommend
going through the RMA process as your first option.
