[MinnowBoard] Hack for a broken f1.

It seems I drained too much current from USB ports, and something broke
down, and now these ports have no voltage. By taking a look to the
schematics and testing with a multimeter, it seems that f1 is open (by
comparison, a working Minnowboard has 0.7 ohm).

As just shorting f1 seems to let the board in a un-bootable state, I was
wondering if there is a simple hack to bring back voltage to the ports,
without actually replacing the broken component.
