[MinnowBoard] adding fio tool to the basic image

Hello
I'm trying to modify the "core-image-minimal" image by adding the fio tool to it so I can run a performance benchmark on the minnowboard max. From what I can understand by reading the Yocto documentation, I have to do a kernel modification by "making changes" to the poky/build/tmp directory and then build a new image.
I'm confused about what those changes are.
Basically I want know how and where to add the

1.       fio_2.0.5.bb recipe file ( https://git.congatec.com/yocto/meta-openembedded/blob/6b8c314002887600613fde277dc9dfd2b2026ed6/meta-oe/recipes-benchmark/fio/fio_2.0.5.bb)

2.       set CONFIG_BLK_DEV_RAM=y (should this be added to the local.conf file?)
