But if you want to leverage MinnowBoard Max (Baytrail-I SoC)  firmware codebase, you could download the source tree from http://firmware.intel.com/projects/minnowboard-max , which consists of Tianocore UDK2014, Baytrail silicon code (binary) and MinnowBoard platform code.  
Bayley Bay (I) and MinnowBoard Max shares the same kind of Baytrail SoC, but have different board design. I think you only need to customize Vlv2TbltDevicePkg (board/platform specific code) for it to fit Bayley Bay.
