 This isn't really an edk2 issue - the Vlv2BinaryPkg tree contains the
binary objects ('blobs') and is distributed separately from the main BIOS
code. You can get it from
http://firmware.intel.com/sites/default/files/MinnowBoard_MAX-0.77-Binary.Objects.zip

You should also read
http://firmware.intel.com/sites/default/files/MinnowBoard_MAX_Rev.077-ReleaseNotes.txt
for
build instructions (e.g. Patching OpenSSL).
