Those are valid reasons. Others may include:

* Add features (secure boot for example)
* Remove features (to speed boot time)
* Change defaults
* Test newer versions of components (like the UEFI Shell)
* Test a pure UEFI application
* Instrument the platform code for derivative board power on and bring up

Just a few.
