[MinnowBoard] Change I2C clock frequency on MinnowBoardMax

The Designware drivers under Linux seem to indicate a maximum frequency
of 1Mhz meaning that it's capable of Fm+ (Fast-mode +) speeds.  To
change that you'd have to recompile the Designware driver.  I don't
think the SoC supports UFm (5Mhz), and devices that are slower than 1Mhz
should still work, so I'm not sure why you would want to change the
frequency.

What device are you trying to talk to over I2C?
