[MinnowBoard] Sata port multiplier enabled?

Bryan,

After doing some digging, tearing through the documentation and doing
some testing, I must sadly report: No SATA port multipliers are not
supported on the MAX with the on-board SATA.  This is a limitation of
the SOC itself, and not an issue that firmware isn't enabling it.

I've updated the documentation where I could find it, to make sure that
was clear.
