Correct but that requires a display and a contract with Microsoft - they have to welcome/sanction the device to do that.
Minnowboard, much like NUC, does not currently qualify as it lacks a display. There is potential to go the Windows 8.1 with Bing route for a reduced license - but again, Microsoft has to bless your particular device.
MSDN is the route to go while developing the device, it looks like Microsoft will do what they did with Quark boards and offer a free eval copy. Technically you can do that already with the Windows 8.1 Enterprise 90 day trial - I wouldn’t be surprised if it’s a very similar build/offering with Minnowboard drivers baked in. You can do that today yourself, however.
