[MinnowBoard] Windows on the MinnowBoard Max!

I don't subscribe to Money Magazine, so I'm curious this 9" (22.86cm)
rule...how do they define it? If the device is smaller than 9" x 9" x 9",
you're okay to install the OS for free?

I found some links in the press, but they all seem to be referring to
tablet size. Theoretically you could buy something like a Zotac mini
computer and just run it with a tiny touch-screen monitor, or headless, but
I don't know why you'd want to run Windows on something headless.
