[MinnowBoard] Export restriction of Minnowboard to some countries.

I was not asked to fill that form. After Mouser and CircuitCo fix the
restriction issue, I was told by Mouser that It was only matter of having
MinnowMax on stock again. However they could not provide an estimate for
shipping. :(
