[MinnowBoard] Export restriction of Minnowboard to some countries.

I have a couple of Minnowboard Max on back order from mid July. However,
from today I see on Mouser this message:

"Restricted Availability Due to US Government export regulations, Mouser is
unable to sell this product in your country".

I hope that some one can clarify me what does that mean.

What countries are included on this restriction?.

Why can I purchase similar products (ARM based dev boards) from other US
based stores, on regular basis without a problem.

I hope that someone, maybe at CircuitCo knows about this issue and can help
us to those that are waiting for our boards outside USA.
