[Elinux-wiki-dev] switching to QuestyCaptcha

I've noticed the spammers are getting by the reCaptcha extension we're using
for account creation.  Success has been reported on the mediawiki list with
using questyCaptcha though, so I'm going to switch to that.  Probably use a
custom question as well.
