[MinnowBoard] problem with nct3012 in minnowboard max

Hello friend 
I produce a new minnowboard  max use from schematics and pcb in website.
but my cpu always is in sleep mod and output  of  pin PS_OUT_L 7 is not 3.3V  and my board dont work. I replace chip nct with a new chip .
please suggest to a solve
