[MinnowBoard] CPU max frequency only 1GHz

This got opened a couple of days ago, still trying to figure out if this is the firmware miss-reporting something up in to the OS, or if the OS has a bug in how it’s handling P-states.

In my system "CPU max MHz" and "CPU min MHz" are not shown. In the other hand, "CPU MHz" seems to show the theorical maximum only when the proccessor is on high load of work.

Ubuntu correctly recognizes the CPU of my Minnowboard MAX as E3825 @ 1.33GHz but restricts the maximum frequency to 1GHz. Here is what lscpu gives me:
Model name: Intel(R) Atom(TM) CPU E3825 @ 1.33GHz
Stepping: 3
CPU MHz: 400.039
CPU max MHz: 1000,0000
CPU min MHz: 400,0000
There was a discussion on the IRC channel lately and I’m wondering if anyone has investigated in this?
